31% Boycott Civil Engineering Board Exam Retake January 2008
The Professional Regulation Commission (PRC) pushed through with the controversial Civil Engineering Re-take Examinations yesterday despite opposition and threat of boycott by almost one-third of the examinees.
A total of 3,261 graduates took the exam while 1,515 opted to boycott it, said the PRC in a report to Labor Secretary Arturo Brion.
The PRC ordered a re-take exams for two subjects, Hydraulics and Geotechnical Engineering and Structural Engineering and Construction, after it ruled that the unusually high grades of the examinees last November were statistically improbable. It also found out that two graduates were caught with cell phones containing answers to 30 questions during examinations. Twenty-one of these 30 answers were reportedly correct.
PRC chairperson Leonor Rosero-Tripon said that the Court of Appeals denied the petition of the graduates for the issuance of temporary restraining order.
The court’s 12th Division said in a ruling: “While petitioners fear the holding of retake examination might render the petition moot and academic in that those who passed the first examination might fail in the second. And therefore can no longer take the oath, such fear has no basis in reality.”
The examinees said they would rather take the regular exam set on May 2008 than re-take yesterday’s examinations.
Members of the Civil Engineers Against Retake Student Union (CE-Agresion), however, filed on Friday morning an extremely urgent motion for reconsideration before the appellate court, saying: “What we fear is for the re-take to proceed which will eventually tarnish our reputation.”
With the court’s denial of the motion, the examinees said they would rather take the regular exam set on May 2008 than re-take yesterday’s examinations.
According to the PRC, Manila had the highest number of examinees with 2,016 out of 2,726 re-taking it; Cebu had 354 out of 711; Davao re-takers numbered 198 out of 360; Cagayan de Oro had 135 out of 342; Tacloban re-takers number 131 out of 142; Iloilo had 93 out of 132; and Legaspi re-takers counted 70 out of 79.
ABS-CBN, however, reported that some of the CE board takers started the national exams, which started around 8 a.m., then walked out. The exams lasted until around 5 p.m.
The board takers said that there were about 400 out of the 700 students in Cebu who walked out of testing centers in the province. In Cagayan de Oro in the south, more than 300 civil engineering graduates boycotted the exam at the Capitol University. Only an estimated 50 examinees continued with the retake. Others have yet to get the number of students who boycotted the exams elsewhere. [Gloria Esguerra Melencio, Arab News]

Wag na kau magtalo pa.. Mas maganda f hnd na lng nag take ang mga CE examinee sa batch na to kc maxado na madumi… Mas maganda f sa nxt batch na lng sumali… Kya ako pag magtake ng CE board exam.. Topnotcher target ko… Tinamad cguro ang PRC sa dami ng aawardan kc almost 400 ang naging topnotcher last exam… pina retake na lng cla… f my dayaan man, dun lng sa place na my nag cheat ang ipa retake…
I am not a CE student or something like that, this is just one man’s opinion.
What happened to that exam controversy is utterly painfull and downright insulting both for the CE licence candidate and aspirants alike. Worst of all not mentioning the defacement of the Philippines as one of the nations in the world who produces brilliant and skilled professionals (from doctors, nurses, engineers, etc.).
I used earn my keep working for foreigners and they respect us (Filipino professionals) not because of the degrees and diplomas we have but on the quality and work ethic, not mentioning the superiority of our world renown hospitality.
And the recent debucle of this CE licensure exam. There is only one thing I can say I guess…..It is time that ALL professional licensure exams be it MD exam, nursing, engineering exam,..etc….and the PRCs constitutional mandate be delegated to an authorized private professional organization.
Licenses should be directly issued by authorized professional APOs not by PRC. I think this is the only part in the world where APO’s only recommend to PRC on issuance of licenses. It should be the other way around. Let APO’s govern their own professionals. Right??? Not??
Examination flaws should be thoroughly be investigated and punished those who are found to be guilty.
Retakes??? Well…this is a controversial discretion of this controversial governing board. More of like an abuse really.
For those who did retake…I respect you guys of what you adhere as your guiding principle. Thats a good start of being a true professional in the real world. Sometime in your professional real life as civil engineers of the futures you will find yourself facing the unfaceable, accepting the unacceptable…well consider this as your baptism of fire. To be one excellent and good professional is tough as hell. You will be surprise if all they taught you about professional ethics and stuffs in univs. and review school in real life found to be the opposite. Really??? Yeah really.
For those who did not retake…well I guess thats what your heart tells you. But sometime heeding to what the heart tells you is sometimes found to be the opposite of true. Whatever the results are what matters is..that you found the courage to follow your heart. You defied an oppressive and tyrannous, ill conceived discretion. And what is important you have hold true to yourself that you dont deserved to be called a cheater. And in the end there is no one to blame because you follow your own heart. Is it the case inside of you???
Oooopss…what the hell am i saying??? Am I saying that those who did retake the exam are cheaters??? No no no…uh..uh.
You know guys….CE and non-CE alikes all fell victims of this controversy. Even us already professionals this is a shamefull and embarassing incident. Luckily the world dont give a shit!!! so much on details because in the end it is only you and only you will stand against the world when the moment of truth arrives in your life.
Take a moment to ponder on these possible scenarios…..there will be a time when you are ready to go and received your licence…pls ask yourself a simple nice question…DO I HONESTLY EARNED AND DESERVED THIS??? Only you and only you can honestly answer that. Right???

File a petition to the board of examiners for a manual examination.. . it would be an answer to all of your problems and prove your self na talagang my ibubuga kayo. . .
Kc hindi talaga biro ang mag aral kung pinag hirapan nyo. .. At hindi rin magtatapos yung obligasyun nyo sa pamilya nyo kung makakapasa kayo nang board exam kc hindi mo naman pwedeng ipakain yun sa mga pamilya nyo na makukuha nyung card galing sa PRC gets nyo. . .
Kaya file nalang kayo nang petition para ibalik sa dati ang type nang exam. Cguro naman kahit anung laki nang mga mata nang katabi mo hindi nya kayang makopya ang solution mo, dba!!!! At kung my balak man gumawa nang kudego malamag magdala nalang ata yun nag libro, sa dinami dami nang formulas ewan ko nalang kung magkakasya yun sa isang papel, tama ba? . . .. Take it from me. . . We all want a clean result, but then the only thing equal on earth is our differences. . .. .
